Academic integrity – a strategic priority for Nicolae Testemitanu University

Nicolae Testemitanu State University of Medicine and Pharmacy of the Republic of Moldova declares zero tolerance towards any act of corruption, fraud, conflicts of interest, favoritism, influence peddling, and other conduct incompatible with integrity standards within the institution, regardless of the position or status of the person involved. This is one of the basic provisions stipulated in the Rector"s Order No 279-A of September 7. 2026. on ensuring institutonal integrity measures and ind the Action Plan on Promoting Integrity and Combating Corruption at Nicolae Testemitanu Stat University of Medicine and Pharmasy for 2026 (approved by Senate Decision No. 11/16 of December 18, 2025).

In this context, Rector Emil Ceban requested the vice-rectors, faculty deans, heads of subdivisions to ensure: informing and raising awareness among university staff regarding compliance with the Moral Code and institutional integrity standards by: preventing and combating any illegal actions in the performance of professional activities; avoiding requesting, accepting, offering, or promising, directly or indirectly, any undue material benefits or advantages for themselves or third parties.

At the same time, students and other study beneficiaries will be informed, while university staff will be made aware of the existence of communication channels and procedures for reporting fraud or acts of corruption. Periodic information sessions will be organized for university staff and study beneficiaries regarding the promotion of institutional integrity, with these sessions subsequently confirmed by minutes and the signatures of all participants.

We remind you that the University has implemented several reporting mechanisms through the email addresses rector@usmf.md, anticoruptie@usmf.md, and petitii@usmf.md; the Anti-Corruption Hotline at 032 205 875; meetings with deans, vice-rectors, and the rector; and the Ethics Commission. At the same time, study beneficiaries may report irregularities anonymously by reporting cases of violations through the University Management Information System and via the complaint boxes installed in all teaching buildings.

It should be noted that the institution uses the following instruments: the Register of Petitions, the Register of Complaints and Non-Conformities, the Internal Disclosure Form for Illegal Practices, the Register for the Disclosure of Illegal Practices and Integrity Warnings within the University, the External Disclosure Form for Illegal Practices, and the Application for Requesting Protection for an Integrity Whistleblower.
